The dream's exact wording is fixed with a SHA-256 fingerprint and a timestamp. The text itself stays hidden.

The success condition and its deadline go on the public ledger while the dream stays sealed. The clock now runs in the open.

The original text is unsealed. Anyone can recompute its fingerprint and confirm it has not changed since the seal.
Then it resolves, in public, one of two ways.
The event happened. A hit on a public claim carries a dated source, so a stranger can check it too.
The event did not happen, or the deadline passed unclaimed. Misses are recorded plainly, next to the hits.
